Providers of information systems that pass through the Réseau de télécommunications sociosanitaire (RTSS)* at the ministère de la Santé et des Services sociaux (MSSS) will find answers to their questions regarding certification testing carried out by CRIM, an RTSS partner.

Why certification?

Is this certification mandatory? Is it required by law or regulation?  Return to top

MSSS requires certification for all applications that run on Québec's health communication network, the Réseau de télécommunications sociosanitaire (RTSS).

What does this certification mean, exactly?  Return to top

Being certified means that MSSS's Bureau d'accueil authorises you to deploy your application on the RTSS network. The Bureau d'accueil decides to certify its providers according to the results of testing carried out by CRIM.

What benefit does certification have for providers?  Return to top

The benefits are the following:

  • Analysis via architecture and system implementation protocols to detect problems that would only appear under stress or in WAN mode
  • A network configuration guide for your clients
  • Systematic and rigorous testing to ensure compliance with the safety standards framework
  • Identification and diagnosis of bottlenecks
  • Possibilities for improvement
  • Functional anomaly sheets, if appropriate

The benefits are the following:

  • Quality assurance, particularly for WAN network deployment
  • Assistance in proactive, not reactive, network planning
  • Reassurance that applications comply with the safety standards framework
  • Forecasting the impact on response time of the applications already in place

Who does the certification cost assessment?  Return to top

The certification centre; in other words, CRIM.

How long does certification take?  Return to top

Depending on the complexity and the type of application to be certified, the certification process can take from two to ten weeks. The time required can vary, depending on the number of transactions to be tested, the lab tests, the production tests in a "user" environment, the technical problems to be resolved, the administrative problems and the availability of resources.

What role does CRIM play in certification?  Return to top

MSSS chose CRIM for its neutrality. CRIM is a non-profit organisation that does not compete with companies selling applications.

What is the full process for becoming certified?  Return to top

The process follows these steps:

  • Future applicant contacts the MSSS Bureau d'accueil and certification centre
  • Applicant fills out the application form
  • CRIM and applicant hold a briefing meeting to define the project
  • CRIM proposes terms for the mandate (resources, costs, duration, etc.)
  • Applicant accepts proposal
  • CRIM carries out the mandate
  • CRIM submits a detailed report of the test results to the Bureau d'accueil and the applicant
  • The Bureau d'acceuil certifies the applicant

Can certification help me improve the performance of my application?  Return to top

The final report may include recommendations and/or useful information for improving the performance of your application, for example, regarding packet size. Therefore, a good "batch versus data" ratio is a good indicator of packet make-up.

How can I be sure your emulation of the RTSS network is correct?  Return to top

We provide our clients with the data from tests carried out in the field (i.e., on the RTSS network), compared with data obtained through simulation. Results show that data accuracy between simulation and reality is greater than 90%.

If I make a change in my application or in its deployment, must I re-certify my product?  Return to top

No, if the changes are only minor. Yes, if large changes were made.

Are your simulation tools capable of reproducing errors caused by routers?  Return to top

Yes. Our tools are capable of reproducing and managing events: packet fragmentation, congestion, transmission errors, etc. However, since RTSS is a PVC (Permanent Virtual Circuit) network, based on Quality of Service (QoS) between a point of emission and a receiving point, these events are minor.
