The Ville de Montréal is governed under its charter and the acts of the National Assembly of Québec by a city council comprising the mayor and 64 elected members from its 19 boroughs. The Ville de Montréal is headed by an executive committee made up of the mayor and 11 city council members. Since January 1, 2006, the Ville de Montréal has had 19 boroughs and it continues to offer services throughout the Island of Montréal, including the 15 reconstituted cities. Each of the 19 borough councils, whose members may vary, has jurisdiction over specific matters on its territory as prescribed by law. The borough councils essentially have power over local issues. A new political entity, the agglomeration council, has been created. It is headed by the mayor of Montréal and consists of 31 elected officials representing all the municipalities on the Island of Montréal. Agglomeration council members receive their mandates from Montréal's city council.
